I have found the answer.  I have to go to The British Library Newspaper Department at Colindale Avenue, London NW9 5HE (which is near Edgeware) where there are copies of all newspapers on fiche. They are open monday to Saturday 10am to 5pm. Readers have to have a readers pass or take 2 forms of identity such as a utility bill and credit card as one must have an address and one a signature. You can either book the relevant fiche in advance by ringing 020 7412 7000 or just turn up and wait about 45 minutes for someone to get the fiche.
